Construction Work Regulated:

Highway construction is regulated by the state through prequalification requirements.

License Requirements

Highway Pre qualification:

• Contractors must submit experience history and financial statements. Prequalification is good for twelve months for subcontractors and eighteen months from the financial statement date for prime contractors.

Other:

• Public works contracts require posting of 100 percent performance and payment bonds for contracts over $5,000.
• All out of state corporations, partnerships or other entities not authorized to do business in Pennsylvania or which do not have established places of business shall be required to post Sales and Use Tax bonds.

Reciprocal Agreements

For Asbestos Licenses there are reciprocal agreements with northeast states and EPA for site-supervisor and worker training.
