Construction is not regulated at the state level in Missouri. Prequalification is required in order to bid on state highway projects.

License Requirements

Contractors intending to bid on state projects file a Contractor questionnaire with the Missouri Highway and Transportation Department. The questionnaire is valid for twelve months plus a three month grace period from the date of submission. Questionnaire processing time averages two weeks. As of August 1996 a special "Contractor Pre qualification Form" must be filed at least 7 days prior to bid opening on all contracts over $2,000,000 to determine if minimum qualification for contractors on such projects have been met. There were approximately 550 pre qualified contractors as of October 1996.
